Bill holds a Bachelor of Science in Civil Engineering with a Minor in Business Administration from the University of Tennessee. He has served as Project Manager for a variety of projects, including medical facilities, convention centers, educational facilities, libraries, churches, office buildings, residential, dormitories, hotels, institutional buildings, industrial projects, and parking garages. His responsibilities include structural design, project coordination, design supervision, investigation, and construction administration.

Michael holds a Bachelor of Engineering from Vanderbilt University. He has served as Project Manager for a variety of projects, including medical facilities, churches, commercial office buildings, multi-family residential, single family residential, institutional buildings, and parking decks. His responsibilities include structural design, project coordination, design supervision, and construction administration. He has experience using a variety of structural systems.

James holds both a Bachelor of Science in Civil Engineering and a Master of Science in Civil Engineering from Tennessee Technological University. He has worked on a variety of project types utilizing various construction materials. These include educational facilities, churches, office buildings, residential, dormitories, hotels, institutional buildings, industrial projects, and parking garages. His responsibilities include structural design, project coordination, BIM modeling, site observations, and construction administration.

Phillip White Engineering was founded in July of 1998. Bill Rogers and Michael Livingston joined Phillip in 2013 becoming PWP Structural Engineers. Although Phillip retired in 2018 from his full-time association with the firm, he continues to serve as a consultant for PWP Structural Engineers.
